A DVR works with analog cameras: each camera connects via coaxial cable, and the recorder converts the video to digital and stores it on a hard drive.
Many modern DVRs are "hybrid" and can also accept a few IP cameras alongside analog ones. This is useful when upgrading an old system step by step.
